Both heads of the eagle bear crowns, and a third, larger crown is positioned above between the heads. In its right talon, the eagle holds a scepter, and in its left, an orb. The central image is enclosed within a twisted border. The rim is executed in the form of a twisted rope (denticles at an angle to the ground).
