In the Russian Empire, tea occupied one of the top places among colonial goods. As a rule, tea was delivered to factories in crates sealed at the border, where it was distributed into branded paper packages, metal, faience, porcelain, or glass tea caddies, and then sealed with a state excise band, which served as a mark of product quality.
