The central part features the denomination '20', flanked on both sides by six-pointed stars. Above the number is the Crown of the Russian Empire. Below the denomination is the word "КОПЕЕК" (KOPEEKS). Beneath that is a decorative divider consisting of two oppositely curved lines with a stylized cross of dots between them. Below the divider is the coin's issue date '1860'. Under the date is the mint mark 'С.П.Б.' (St. Petersburg). Along the edge arc, not reaching the crown, is a wreath of laurel and oak branches, tied at the bottom with a ribbon in a bow. The coin's edge has raised toothed elements.
Obverse
The central part depicts the Small State Emblem of the Russian Empire – a double-headed eagle, its heads crowned with two coronets, and a third, larger crown above them, all connected by the ribbon of the Order of St. Andrew. On the eagle's breast is the Moscow coat of arms, a shield depicting St. George the Victorious slaying a dragon with a spear. The shield is surrounded by the chain of the Order of St. Andrew. On the wings are the coats of arms: of the Kingdoms of Kazan, Poland, Tauric Chersonesos, Astrakhan, Siberia, Georgia, and the combined arms of the Principalities of Kiev, Novgorod, and Vladimir – four on each wing. In the eagle's right talon is a scepter, in the left an orb. Below the right talon is the letter 'Ф', below the left 'Б' – the initials of mintmaster Fedor Blum. The coin's edge has raised toothed elements.
