Outside the circle is the inscription: VSELѦ RWSSII SAMODERZHETS' (Autocrat of All Russia). The inscription is interrupted at the top by a rosette of dots. The rim is decorated with dots.
Obverse The center of the obverse is occupied by the coat of arms of the Russian Empire — a double-headed eagle. Both heads of the eagle bear crowns, and a third, larger crown is between them. In its right talon, the eagle holds a scepter, and in its left, an orb. The coat of arms is surrounded by a linear circle. Outside the circle is the text: TSAR' I VELIKII KNIAZ' PETR' ALEKSIEVICH (Tsar and Grand Prince Peter Alexeevich). The rim consists of dots.
