The central part depicts the State Emblem of the Russian Empire—a double-headed eagle, its heads crowned with two crowns, and a third, larger crown above them. On the eagle's breast is the coat of arms of Moscow—a shield depicting St. George the Victorious on horseback, slaying a serpent with a long spear (the serpent's head is to the right). Surrounding the shield is the chain of the Order of St. Andrew the Apostle the First-Called. In its right talon, the eagle holds a scepter, and in its left, an orb. Under the right talon is the letter 'F', under the left – the letter 'G'. The initials of mintmaster Fedor Gelman. The central part is enclosed within a circular border. Outside the border, along the edge, are circular inscriptions: above the eagle—'1804', the year of mintage. To the right of the date—a small circle with a raised dot in its center. Around the heraldic eagle is the circular inscription—'POLUPOLTINNIK'. The rim is decorated with denticles.
