In the central part is the State Emblem of the Russian Empire — a double-headed eagle, its heads crowned with two coronets, a third, larger crown above them. On the eagle's breast is the Moscow coat of arms, within the shield St. George the Victorious on horseback spearing a dragon. Around the shield is the chain of the Order of St. Andrew the First-Called. On the wings are the titular coats of arms: on the right — Kazan, Astrakhan, and Siberian; on the left — Polish, Taurican, and Finnish. In its right talon the eagle holds a scepter, and in its left — an orb. Under the right talon is the letter "A", under the left — the letter "G". The initials of mintmaster Alexander Gertov. The rim is decorated with denticles.
