    On the silver disk — a scroll depicting a fragment of the complex of enterprises of the Expedition for the Procurement of State Papers. On it, in the upper left, is a rectangular gold insert depicting a 25-ruble assignat (banknote) from 1818. In its lower left corner is the metal designation and alloy fineness: 'Au 999'. On the right is the pure precious metal content: '4.66'. To the right of the insert is a portrait of the first head of the Expedition, A. Betancourt. Below it is the text: A. BETANCOURT. Around the circumference are inscriptions: at the top: 'EXPEDITION FOR THE PROCUREMENT OF STATE PAPERS', at the bottom: 'ESTABLISHED IN 1818'.

In the central part of the characteristic dotted rim is a double-headed eagle, and below it is the name of the coin's issuer 'BANK OF RUSSIA'.
