In the central part, the State Emblem of the Russian Empire is depicted — a double-headed eagle, its heads crowned with two crowns, a third, larger crown above them. On the eagle's breast is the Moscow coat of arms, within the shield St. George the Victorious on horseback spearing a dragon. Around the shield is the chain of the Order of St. Andrew the First-Called. On the wings are depicted the titular coats of arms: on the right — Kazan, Astrakhan, and Siberian; on the left — Polish, Taurican, and Finnish. In its right talon, the eagle holds a scepter, and in its left — an orb. Under the right talon is the letter 'K', under the left — the letter 'B'. The initials of mintmaster Konstantin Butenev. The rim is decorated with denticles.
