In the central part, the State Emblem of the Russian Empire is depicted — a double-headed eagle, whose heads are crowned with two crowns, a third, larger crown above them. On the eagle's chest is the coat of arms of Moscow — a shield with St. George the Victorious on horseback, slaying a serpent with a long spear (the serpent's head is on the right). Around the shield is the chain of the Order of St. Andrew the Apostle the First-Called. In its right talon, the eagle holds a scepter, and in its left — an orb. Under the right talon is the letter 'F', under the left — the letter 'G'. The initials of mintmaster Fedor Gelman. The rim is decorated with denticles.
