The upper part of the coin features the crown of the Russian Empire. The center is occupied by a four-line inscription: GOSUDAR= STVENNAYA ROSSIYSKAYA MONETA. Below the inscription is the abbreviation 'S.P.B.' (Saint Petersburg Mint). In the left part of the coin, along the edge, is a laurel branch, and in the right part, an oak branch. At the base, the branches are tied together with a ribbon forming a bow. The rim is decorated with prominent denticles pointing inward.

The central part depicts the State Emblem of the Russian Empire – a double-headed eagle, its heads crowned with two imperial crowns, with a third, larger crown above them. On the eagle's breast is the coat of arms of Moscow – a shield depicting St. George the Victorious on horseback, slaying a serpent with a long spear (the serpent's head is to the right). Surrounding the shield is the chain of the Order of St. Andrew the First-Called. In its right talon, the eagle holds a scepter, and in its left, an orb. Below the right talon is the letter 'F', below the left – the letter 'G'. The initials of mintmaster Fedor Gelman. The central part is enclosed within a circular border. Outside the border, along the edge, are circular inscriptions: above the eagle – '1804', the year of mintage. To the right of the date is a small circle with a raised dot in its center. To the left of the emblem is the circular inscription 'MONETA', to the right – 'POLTINA', separated from each other by a small circle with a raised dot in its center. The rim is decorated with denticles.
