In the central part is depicted the full Coat of Arms of the Grand Duchy of Finland — a double-headed eagle, the heads of which are crowned with two crowns, a third, larger crown above them. All are connected by the ribbon of the Order of St. Andrew the Apostle. On the eagle's chest is a shield with the titular coat of arms of the Grand Duke of Finland, crowned with a princely crown. Around the shield is the chain of the Order of St. Andrew the Apostle. In its right talon is a scepter, and in its left — an orb. The rim is decorated with denticles pointing inward.
