Reverse The central part features a rectangle, surrounded by the Japanese inscription: "地方自治", which translates to: "LOCAL AUTONOMY". Along the lower edge arc is '500 YEN' in English and the issue date in the Japanese era system: "平成21年" - the 21st year of Heisei, 2009. Along the upper edge arc in English: "JAPAN 47 PREFECTURES COIN PROGRAM". The coin's edge is decorated with raised dots.
Obverse The central part depicts one of Japan's Three Great Gardens - Kairakuen. Above the image is the inscription 'Ibaraki' in two lines: "IBARAKI" in English at the top and "茨城県" in Japanese below. To the left is the denomination '500 yen' in Chinese numerals: "五百円". In the upper part, along the coin's edge arc, is the Japanese text: "日本国" - "THE STATE OF JAPAN".
