Reverse
The center of the reverse is occupied by the lesser coat of arms of the Russian Empire — a double-headed eagle, both heads of which bear crowns. A third, larger crown is placed above and between them. All three crowns are connected by a ribbon. On the eagle's breast is the coat of arms of Moscow — a shield depicting St. George the Victorious on horseback, slaying a serpent with a long spear (the serpent's head is to the left). The shield is encircled by the chain of the Order of St. Andrew the Apostle. The coats of arms on the wings (four on each wing) are: Kazan, Polish, Taurida, Astrakhan, Siberian, Georgian, Kiev and Novgorod, Vladimir. In its right talon the eagle holds a scepter, and in its left an orb. Below the coat of arms, an inscription runs in an arc from left to right: RꙊBLE ✿ 1898 G. The rim is decorated with patterned denticles.
Obverse
The center of the obverse features the left-facing profile of Russian Emperor Nicholas II. Along the left edge, an inscription runs in an arc: B.M. NICHOLAS II EMPEROR. Along the right edge, the continuation of the first inscription reads: AND AUTOCRAT OF ALL RUSSIA. The rim is decorated with denticles pointing towards the center.
