Below - the year of accession to the throne of the Ottoman Sultan Abdulaziz I in Indo-Arabic numerals: "١٢٧٧" - 1277 AH (Islamic calendar) or 1861 AD. Above - the numeral: "٤" - "4", meaning the 4th year of reign or 1864. Decorative raised denticles are placed along the rim.
