    In the central part, the State Emblem of the Russian Empire is depicted — a double-headed eagle, its heads wearing crowns. A third, larger crown is between the heads. In its right talon, the eagle holds a scepter, and in its left, an orb. On the eagle's breast, a shield with the year of issue — '1771'. Around the eagle, along the circumference by the rim, a decorative wreath, crossed by ribbons at the top and bottom.
