    In the central part, the full Coat of Arms of the Grand Duchy of Finland, 1917 pattern, is depicted — a double-headed eagle without crowns, on its breast a shield with the titular coat of arms of the Grand Prince of Finland, crowned with a princely crown. Around the shield is the chain of the Order of St. Andrew the Apostle the First-Called. In its right talon is a scepter, and in its left — an orb. The rim is decorated with teeth pointing inward.
