    On the surface of the brilliant mirror field of the coin are relief images of a scroll with the inscription: 'STATUTE ON PROVINCIAL AND DISTRICT ZEMSTVO INSTITUTIONS' with the date: 'January 1, 1864', the cipher of Alexander II and a quill pen, as well as some realities of zemstvo self-government in Russia: the seal of a peace mediator, the badge of a zemstvo doctor, a postage stamp, documents, figures of a plowman, school pupils, officials, symbols of justice (columns) and trade (caduceus of Mercury). At the bottom along the rim is the text: 150 YEARS OF THE ERA OF GREAT REFORMS.

    In the upper part along the rim arc is the denomination of the coin 'ONE THOUSAND RUBLES', slightly lower on the left is the metal name from Mendeleev's periodic table Au and the fineness 999, below in the center is the year of mintage '2014', lower on the right is the weight of the precious metal in pure form '155.50' and the manufacturer's (mint) designation 'MMD'. In the central part of a characteristic dotted rim is a double-headed eagle, and below it is stamped the name of the coin's issuer 'BANK OF RUSSIA'.
