The coats of arms on the wings (four on each wing): Kazan, Polish, Taurian, Astrakhan, Siberian, Georgian, Kiev and Novgorod, Vladimir. In the eagle's right talon is a scepter, and in the left—an orb. Above the coat of arms, in a semicircle, is the text: 1916 GODA (YEAR 1916). Around the eagle, along the rim, is depicted a wreath of laurel and oak branches, tied at the base with a ribbon. The knot of the ribbon forms a bow.
