Obverse The center of the obverse is occupied by the coat of arms of the Russian Empire—a double-headed eagle. Both heads of the eagle bear crowns, and a third, larger crown is placed between them. In its right talon, the eagle holds a scepter, and in its left, an orb. The inscription around the image reads: ЦРЬ ПЕТРЬ АЛЕѯIЕВИЧЪ. The edge consists of dots.
